Summary of Offences Amendment Bill, 2010 Madam Chairlady, I rise to make to make my contribution to the Summary of Offences Amendment Bill, 2010. Madam Chairlady, this amendment comes at a time when crime is on the rise and offences are carried out by persons carrying dangerous weapons. This amendment will give strength to the cause itself. Madam Chairlady, it is heartbreaking when the act of violence takes a life. It is even more disheartening when the victim or perpetrator is a very young adult or adolescent teen. This bill comes at a time when there is an emphasized need to take precautionary measures in the security of our schools and places where our young meet. Strengthened penalties will aid in appropriately punishing and reforming those who continue to prove themselves hazardous to our peace. We need not continue the practice of soft sentencing. Stronger penalties will enable the police, the courts, the victims and their families to have justice.
