The Role of NGOs

The ministry of Health and Social Services in any government is established to look into the needs of the population in terms of Healthcare and Welfare. This is the essence of governance and every government takes great care in ensuring that these two departments are efficiently and adequately managed. The allocations in the national budget to this ministry indicates the depth of feeling and care that the government has for its people.

This is one of the ministries that cannot generate wealth but on the contrary depletes the finances of the country. With this in mind, it is therefore important that the affairs of this ministry be conducted with the greatest transparency and integrity for it is the performance of the government in this ministry that it will be judged at the national elections.

As is expected the budget allocations for this ministry can never be enough. There is always the odd emergency and the sudden national disaster that strikes without warning. The depletion of resources within the Ministry of Health and Social Services is a common occurrence and has led over the years to the establishment of non-governmental organisation that serve to supplement the functions of the ministry.

In my former capacity as minister of health and social services and now as minister of social services, it is my function to create and present a sustainable policy to the legislative council and secure funds in the national budget to implement that policy. I am truly satisfied that I did that in the last national budget.

The role of nongovernmental organisations under which the various Foundations fall, is to supplement the government in the implementation of the national policy on healthcare and social services. It is therefore important that the various foundations meet with the corresponding ministries, make themselves familiar with the policy of the ministry and then offer to supplement in the realisation of the national policy after all, the national policy is formulated by the input of the society and it therefore becomes confusing if a section of the society now calling itself a foundation begins to operate outside the established national programme. This will lead to duplication of function and worse of all a wasting of resources. While I was Minister of Health and social services, I wrote to all nongovernmental organisations that expressed an interest in supporting any department within my ministry asking that they acquaint themselves with the national plan and choose an area in which they wished to supplement the Ministry and the government.  To date I have gotten no reply. The foundations as I see it therefore will emerge to rival the ministries instead of supporting them. This will of course lead to some degree of confusion and misunderstanding on both the local and international forum.
